The caption under the original cartoon was from a comment made by T.R. to the New York Herald: "Those guilty of criminal acts must be prosecuted and suffer the penalty. Those guilty of bad methods or irregularities in the government service must be dismissed. No friends, no favors, no party! Go to the very limit.
